Health & Safety Programs

SBCCD’s Health & Safety Programs aim to establish and promote a safe and healthy working environment on campus. Through the implementation of these programs, they play a role in ensuring SBCCD’s compliance with Federal, State, and local environmental, health and safety regulations.

Aerial Work Safety Program

SBCCD has implemented an Aerial Work Platform (AWP) Safety Program to establish safe operating procedures. This program ensures that SBCCD AWP operators are adequately trained and qualified, maintaining a safe environment and protecting all those individuals on campus. SBCCD will adhere to the Cal/OSHA standard for AWPs. General Training Requirements:

Asbestos Operation and Maintenance Safety Program

Asbestos Operation and Maintenance Safety Program

SBCCD is committed to ensuring a safe and healthy environment by minimizing exposure to asbestos, which was once used in many building products but only poses a health risk when disrupted. This program aims to minimize the disruption of Asbestos Containing Materials (ACM) and provides procedures for handling ACM if disruption occurs. It outlines general policy guidelines, controlled areas and materials, program administration responsibilities, and specific technical procedures. SBCCD will ensure training is provided to each employee who has duties that require them to work with ACM.

Bloodborne Pathogens Safety Program

SBCCD aims to protect employees and students from occupational exposure to bloodborne pathogens such as Hepatitis B, Hepatitis C and HIV, by implementing the Bloodborne Pathogens Exposure Control (BBP) Safety Program. The program aims to protect employees and students from health hazards associated with bloodborne pathogens and provides provisions for appropriate treatment and counseling if exposure occurs. SBCCD encourages employees and students to follow safe work practices and never underestimate the risk of exposure. General Training Requirements:
SBCCD will ensure training is provided to each employee who has duties that require them to work with potential bloodborne pathogens. Students will receive bloodborne pathogen training as part of their course curriculum from faculty.

SBCCD has implemented this Chemical Hygiene Plan (CHP) to outline policies, procedures, equipment, personal protective equipment, and work practices to protect employees and students from health hazards posed by hazardous chemicals in laboratories. It applies to the Biology, Microbiology, Anatomy and Physiology, and Chemistry laboratories, where substances are handled safely by one person. The objective is to provide guidance to all laboratory personnel on safe chemical use. This plan ensures that laboratory work is conducted safely and in compliance with health regulations. Communicable Disease Safety Program

SBCCD is committed to ensuring a safe and healthy environment for both employees and students by minimizing the spread of communicable and infectious diseases. This is achieved through prevention, education, examination, surveillance, immunization, treatment, follow-up, isolation, and reporting. SBCCD considers current medical knowledge and legal regulations regarding the transmission and discrimination of communicable diseases. Decisions concerning individuals with communicable diseases are based on informed medical judgments, the risk of transmission, individual circumstances, and a careful evaluation of the risks and alternatives. Confined Space Entry Safety Program - Non-Permit Required

SBCCD ensures that all employees are educated in identifying and protecting themselves from hazards associated with confined spaces. Employees are prohibited from entering known Permit-Required Confined Spaces (PRCS). Contractors working in confined spaces on SBCCD campuses must comply with all safety requirements. Fall Protection Safety Program

SBCCD aims to protect employees from injuries caused by slips, trips, and falls by using engineering controls and implementing fall protection systems. This Fall Protection (FP) Safety Program applies to all employees exposed to fall hazards greater than six (6) feet. The FP ensures comprehensive fall hazard protection for all employees. SBCCD will ensure training is provided to each employee who has duties that require them to work in areas of high fall hazards.

Fire Prevention, Life and Safety Program

SBCCD aims to protect employees from fire hazards by implementing the Fire Prevention, Life (FPL) and Safety Program. Candles and open flames can pose a serious fire hazard. It is SBCCD policy is to ensure a safe environment for all those individuals on SBCCD property. Fires are largely preventable, and this program aims to eliminate fire causes and prevent loss of life and property. It offers information and guidelines to help those individuals on SBCCD property, report, and mitigate fire hazards. California Code of Regulations (CCR) Title 8, Section 3221 and Code of Federal Regulations (CFR) 1910 Subpart L, Fire Protection.

General Training Requirements:
SBCCD will ensure training is provided to all employees to ensure they are aware of the fire hazards of the materials and processes to which they are exposed.

Forklift - Powered Industrial Truck Safety Program

SBCCD requires all employees operating a Powered Industrial Truck (PIT) to be qualified and knowledgeable of safe operating procedures to protect campus safety and health. Specific employees are designated to operate PITs, exposing them to hazards such as tipping, pedestrian traffic, blind spots, poor maintenance, and narrow aisles. This program ensures that all SBCCD PIT operators receive adequate training and qualification. SBCCD will comply with Cal/OSHA standards for PIT operation. General Training Requirements:
Only certified and properly trained employees are authorized to operate any PIT (forklift) that is under the ownership of SBCCD.

Formaldehyde, Phenol and Glutaraldehyde Safety Program

SBCCD has implemented this program to protect employees and students from hazards associated with formaldehyde, phenol, and glutaraldehyde, ensuring exposures remain below regulatory limits. It applies to all SBCCD employees and students using these chemicals or solutions and specimens preserved in them. The program aims to provide a safe environment by regulating the use and exposure of these substances. This includes adherence to safety procedures and maintaining compliance with regulatory standards. General Training Requirements:
SBCCD will ensure training is provided to each employee who has duties that require them to have contact with formaldehyde, phenol, and glutaraldehyde. Students will receive formaldehyde, phenol, and glutaraldehyde training as part of their course curriculum from faculty.

Fume Hood and Biosafety Cabinet Safety Program

SBCCD has established the Fume Hood and Biosafety Cabinet (FHBC) Safety Program to minimize exposure to chemical and biological hazards for all employees and students working in laboratories. This program implements laboratory engineering controls, such as FHBC, to ensure a safe and healthy work environment. Regulatory Reference: California Code of Regulations (CCR) Title 8 CCR 5154.1 (c)(1) and California Code of Regulations (CCR) Title 8 5154.2.

General Training Requirements:
SBCCD will ensure training is provided to each employee who has duties that require them to work with fume hoods or biosafety cabinets. Students will receive training on fume hoods or biosafety cabinets as part of their course curriculum from faculty.

Hazard Communication Safety Program - Employee Right to Know

SBCCD has implemented the Hazard Communication Safety Program to establish guidelines and policies to keep all employees and students informed about chemical hazards. SBCCD will educate employees about these hazards and ensure that resources like Safety Data Sheets (SDS) and container labels are accessible and consulted as needed. This program aims to provide a foundation of knowledge, allowing employees and students to make informed decisions about the materials they handle. SBCCD will ensure training is provided to each employee who has duties that require them to work with hazardous chemicals. Students will receive training on hazardous chemicals as part of their course curriculum from faculty.

Hazardous Waste Management Plan

SBCCD has implemented the Hazardous Waste Management (HWM) Plan to serve as a guidance document for employees to properly handle hazardous waste generated across the SBCCD. It ensures compliance with all Federal, State, and local regulations. Employees involved in handling, generating, packaging, labeling, or moving waste must consult this document for waste management decisions. The HWM also includes waste inspection procedures. SBCCD will ensure training is provided to each employee who has duties that require them to work with hazardous waste.

Hearing Conservation Safety Program

SBCCD has implemented this program to protect employees from hazards associated noise exposures that meet or exceed 85 decibels (dB) over an 8-hour day. To achieve this, SBCCD has established a Hearing Conservation (HCP) Safety Program. This program applies to anyone working in areas or with equipment that generates noise levels of 85 decibels, A-weighting (dBA) or higher. It covers all operations and work areas where personnel may be exposed to hazardous noise levels. SBCCD will ensure training is provided to each employee who has duties that require them to work with potentially hazardous noise exposure.

Heat Illness Prevention Safety Program

SBCCD has developed a Heat Illness Prevention (HIPP) Safety Program to manage the risk of heat illness and comply with California regulations. This program educates employees and managers on heat illness symptoms, causes, prevention methods, and response actions. It applies to various workers, including maintenance, grounds, and transportation workers, custodians, security personnel, physical education teachers, and playground supervisors. The HIPP aims to ensure a safe working environment and reduce the occurrence of heat-related illnesses. SBCCD will ensure training is provided to each employee who has duties that require them to work outdoors.

Injury and Illness Prevention Safety Program

In accordance with Board Policy 6800, Administrative Procedure 6800, and Title 8 CCR Section 3203, SBCCD has established an Injury and Illness Prevention (IIPP) Safety Program to comply with Cal-OSHA regulations and state law. This program aims to actively reduce and control safety and health risks by outlining proper policies, procedures, and responsibilities for employees. By identifying and correcting potential or existing hazards, the number of workplace injuries and illnesses can be minimized.

General Training Requirements:
IIPP training is mandatory for each employee upon hiring, and a record of training completion will be maintained in their personnel file.

Lockout Tagout (LOTO) Safety Program

SBCCD has developed a Lockout Tagout (LOTO) Safety Program to establish minimum requirements for locking out energy during machine or equipment maintenance or servicing. These procedures ensure that machines or equipment are stopped, isolated from hazardous energy sources, and locked out to prevent injury from unexpected startup or energy release. The program addresses the control of various hazardous energies, including mechanical, hydraulic, pneumatic, chemical, and thermal, to prevent accidental activation during repairs, cleaning, and servicing. It establishes a safe and reliable method for shutting down machinery, equipment, and systems. SBCCD will ensure training is provided to each employee who has duties that require them to work on equipment governed by this program.

Respiratory Protection Safety Program

SBCCD has developed this policy to ensure that all employees are protected from airborne contamination through feasible engineering or administrative controls. If these controls are not feasible or are being implemented, appropriate respiratory protection will be provided. Certain employees may be exposed to respiratory hazards, including chemical vapors, biohazards, asbestos, and other particulates. This program aims to protect all SBCCD employees from these respiratory hazards. California Code of Regulations (CCR) Title 8, Section 5144 and Code of Federal Regulations (CFR) 1910.134, Respiratory Protection.

General Training Requirements:
SBCCD will ensure training is provided to each employee who has duties that require them to work chemical vapors, certain biohazards, asbestos, and other particulates. SBCCD will also provide additional training to each employee assigned respiratory protection.

SBCCD includes San Bernardino Valley College (SBVC) in San Bernardino and Crafton Hills College (CHC) in Yucaipa, along with a professional development center and a public broadcast system. This document ensures compliance with the State Water Resources Control Board's General Waste Discharge Requirement (WDR) order No. 2006-0003. It sets specific requirements for the wastewater collection system and upholds state water quality standards.

Spill Prevention Control and Countermeasure Plan

Spill Prevention Control and Countermeasure Plan

The Spill Prevention Control and Countermeasure (SPCC) Plan ensures compliance with the US Code of Federal Regulations (CFR), Title 40, Part 112, regarding oil storage and discharge reporting. It mandates that any oil discharge to navigable waters or shorelines must be reported to the appropriate authorities. The plan must be reviewed and updated whenever there is a significant change at the facility that affects the potential for an oil discharge and at least every five (5) years. This plan aims to prevent and manage oil spills effectively.

SBCCD will ensure training is provided to each employee who has duties that require them to work with motor oil.

Utility Cart Safety Program

SBCCD has developed guidelines aimed to ensure safe operation of utility cart-type vehicles by authorized SBCCD employees to prevent injuries and property damage on SBCCD property. Utility carts are motorized vehicles powered by electric or internal combustion motors, excluding tractors or other machinery, from manufacturers such as: Cushman, Club Car, Daihatsu, among others. These guidelines apply specifically to the safe use of utility carts within the SBCCD property.

SBCCD will ensure training is provided to each employee who has duties that require them to operate a utility cart for work.

Workplace Violence Prevention Plan

SBCCD has established a comprehensive Workplace Violence Prevention Plan (WVPP) to safeguard their employees from potential threats and violence in the workplace in accordance with Senate Bill 553 (SB553). This plan aims to identify and assess workplace hazards, establish procedures to prevent and respond to incidents of workplace violence, and provide training for employees on recognizing and mitigating risks. By adhering to SB 553, employers not only comply with state regulations but also commit to fostering a culture of safety and well-being for their workforce.

General Training Requirements:
WVPP training is mandatory for employees upon hiring, and a record of training completion will be maintained in their personnel file. Additionally training on WVPP will be provided to the employee annually.
