Emergency Management

Emergency management provides the structure and planning that help communities reduce risks and respond effectively when disasters occur. At SBCCD, the Safety & Risk Management department and District Police work closely with our colleges and worksites to create a safe learning and working environment through comprehensive planning, training, preparedness, and response initiatives. Our goal is to build and sustain the district’s capability to mitigate, prepare for, respond to, and recover from natural disasters, acts of violence or terrorism, and other emergencies. We are committed to protecting the safety of our employees, students, and visitors through coordinated, district-wide emergency management efforts.

The San Bernardino Community College District maintains the Police Department active 24 hours a day, 7 days a week, for protection of the members of the entire college community and the property of the District.  The District Police promote safety on all District property and respond to emergency calls for service generated from the college campuses and worksites.

Emergency Operations

Emergency operations refers to the organized actions and activities carried out during a hazard or incident to protect life and property, manage response efforts, and coordinate resources. When an incident occurs, emergency operations involve activating plans, mobilizing personnel and resources, coordinating among agencies or departments, and initiating response and recovery efforts.

The San Bernardino Community College District (SBCCD) Emergency Operations Plan (EOP) identifies SBCCD's emergency planning, organization, and response policies and procedures. It assists SBCCD in being prepared to respond to and recover from any level of emergency it may face.

Emergency Notification System - RAVE Alert

SBCCD has implemented RAVE Alert, an Emergency Notification System (ENS) to notify students, employees, and visitors of incidents on or around campuses/worksites that could potentially affect the larger college community; (i.e. a serious crime, threat, emergency, or natural disaster). These notifications may include emails, text messages, text-to-speech phone calls, pop-up windows on computer screens, Informacast via Cisco phones/clocks, and push notifications to the SBCCD Safe app. All employees and students are asked to be aware of such notifications when they receive them.

RAVE Alert automatically pulls contact information from Human Resources for these communications. Should you need to update your contact information, please utilize the appropriate process below.

For employees, please submit an updated Human Resources Change of Address/Name Change form.

For students, please submit updated information through Colleague Self-Service.

For parents, members of the community, and stakeholders, you can sign-up for emergency alert text messages for any/all of our campuses/worksites without a student or employee login. Subscribers will need to confirm their phone number through RAVE in order to receive text alerts.

Safe SBCCD

Safe SBCCD is the official app of the San Bernardino Community College District. It is the only app that integrates with SBCCD's safety and security systems. This app includes contact information for SBCCD and local law enforcement, emergency response procedures, campus maps, safety toolbox, physical and mental health resources, anonymous tip portal, parking permit links, and more.

Disaster Preparedness

Building Captain Program

The Building Captain Program is designed to improve acclimation of new employees to safety equipment and evactuation routes, improve the safe evacuation of building occupants in the event of an emergency, and ensure vital information is appropriately reported to assist first responders. The goal of the Building Captain Program is to ensure that every building on campus has trained Building Captains available during operating hours.

Emergency Flipcharts are available at all district locations, and are located in all buildings and rooms on campus.  Flipcharts give instructions on what to do during particular emergencies.  You may also view the information at the link provided below.

First Aid, AED, and Stop the Bleed Kits

  • First Aid Kits are maintained available and stocked across SBCCD campuses and worksites for employees. Students are directed to receive necessary first aid and/or treatment at their campuses student Health and Wellness. First aid training is available to employees through the SBCCD online learning platform NeoEd.
  • Automated External Defibrillators (AEDs) are maintained across SBCCD campuses and worksites. Philips and ZOLL brand AEDs are currently both used within the SBCCD. AED training is available to employees through the SBCCD online learning platform NeoEd.
  • Stop the Bleed kits are maintained across SBCCD campuses and worksites.

Disaster Service Workers

Disaster Service Workers are public employees who can be called upon to assist in the event of an emergency. All employees at SBCCD acknolwedge they are Disaster Service Workers at time of hire. Upon hire by signing and the Oath of Allegiance as per public policy.

Emergency Guidance Flipcharts

Emergency flipcharts are available across SBCCD campuses and worksites and in the SafeSBCCD app for employees, students, and visitors. Digital versions are also made available below. These flip charts provide emergency guidance for most types of emergencies. 

Evacuation Maps

In the event of an emergency evacuation may be necessary, emergency evacuation maps are posted throught all buildings in the SBCCD.  Click the link below to view the expanded evacuation map for your campus. All employees have a responsibility to review evacuation maps for their campus. Detailed maps with interior floor plans are posted throughout buildings for further review.
