Hearing Conservation Program

It is the policy of the San Bernardino Community College District to protect the hearing of all workers whose noise exposures equal or exceed an action level of 85 decibels (dB) for an 8-hour day. In accordance with this policy, this organization has established a Hearing Conservation Program (HCP). This program applies to all people working in areas or with equipment that have noise levels of 85 decibels, A weighting (dBA) or higher. This program applies to all operations and work areas where employees and other personnel may be exposed to hazardous noise levels.

  • Employee Training

General Training Requirements

o  Training will be conducted when hearing protection devices are first issued, and annually thereafter. Training will be conducted by District Safety and Risk Management.

Employee Training Components

o   Review of District Hearing Conservation Program

o   Cal/OSHA Occupational Noise Regulations

o   Worksite noise monitoring results

o   Instructions on selection, fitting, use, and care of Hearing Protection Devices (HPDs)

o   Effects of noise on hearing

o   Purpose and an explanation of audiometric testing

o   The purpose, advantages, disadvantages of hearing protectors

Monitor Noise?
  • Noise Monitoring Program

o   The first step shall be to identify the employees or work classifications potentially exposed to high noise levels.

o   Next the nature of the work task shall be evaluated to determine if the area or personal monitoring shall be conducted.

o   Area monitoring may be used to estimate noise exposure when the noise levels are relatively constant, and employees are not mobile.

o   In some cases, area monitoring may not be appropriate, and the district shall use representative personal monitoring sample. Such as cases with high worker mobility, significant variation in sound level, or a significant component of impulse noise.
