Lockout Tagout (LOTO) Safety Program

To ensure compliance with Cal/OSHA regulation Title 8 CCR 3314, the procedures identified in this plan establish the minimum requirements for the lockout of energy whenever maintenance or servicing is done on machines or equipment. The procedures shall be used to ensure machines or equipment are stopped, isolated from all potentially hazardous energy sources and locked out before employees perform any servicing or maintenance where the unexpected startup of the machine(s), equipment, or release of stored energy could cause injury.

This program covers the control of hazardous energy (mechanical, hydraulic, pneumatic, chemical, thermal, or other energy) to prevent the unexpected or accidental starting or activating by employees of machinery or systems while they are being repaired, cleaned, and/or serviced, and to establish a safe and positive means of shutting down machinery, equipment, and systems.

General Training Requirements

Each employee authorized to work on equipment governed by this program shall receive training on lockout and tagout (energy control) procedures. All training will be documented in accordance with SBCCD guidelines, and training curriculum will include the following:

o   Purpose and use of energy control procedures

o   Review of site-specific energy control procedures

o   Recognition of applicable hazardous energy sources

o   Identification of types and magnitude of energy sources in the workplace

o   Methods and means of energy isolation and control.

o   Limitations of tagout

o   Emergency information
