Spill Prevention Control and Countermeasure Program

The Spill Prevention Control & Countermeasure (SPCC) Program addresses the requirements of the US Code of Federal Regulations, Title 40, Part 112. This program sets an obligation to the storage of oil at this facility and to report any oil discharge to navigable waters or adjoining shorelines to the appropriate authorities. This plan must be reviewed and amended whenever there is a material change at the facility that affects the potential for an oil discharge, and at least once every 5 years.

Know What Training I Need?
  • Employee Training

o   Oil-handling personnel will be trained.

Know the Emergency Procedures?
  • The following is a description of the immediate actions to be taken by the facility personnel in the event of a discharge to navigable waters or adjoining shorelines.

o   Facility personnel are to immediately contact the District Police Department

o   Evaluate the affected area at once, and if it is safe to do so, seal it off to prevent further contamination of other areas; stay upwind of any contamination.

o   Anyone who may be contaminated because they were in the immediate area affected by the spill should avoid physical contact with others as much as possible, remain in the vicinity, and give their names to the District Police.

o   To the best of your ability and without re-entering the building, assist the District Police or College state in their attempt to determine that everyone has been evacuated safely.

o   DO NOT return to a building unless it has been declared safe to do so by District Police or College administration.
